The problem. Cannabis coverage reports the politics and the money. The machinery that actually governs the plant — the tag on every plant, the laboratory test, the state tracking interface, the rules written around them — is where the decisions get made, and it is barely described.
What it does. Holds the research corpus behind an investigation into how Nevada regulates cannabis as a technical system: 92 source records, a fourteen-part story architecture, and the production material each part would need. The archive is searchable, and every draft carries the readiness state it was left in.
Built on. Public records and published sources, kept in a repository that separates research from anything approved for release.
What it does not establish. Nothing here has been published or scheduled. Inclusion in the record is not editorial approval, rights clearance or a claim that any draft is finished.
